Fan belt

Recently bought a 1952 row crop gas 66, while working on it I noticed there is no fan belt tightener. On the bottom pulley there is what appears to be a sleeve with three slots in it it is held in place by three bolts. My question is, is this how you tighten the belt by turning this sleeve. There is also a hole which seems like you could tap this sleeve either way. Would like to know before I start banging on things.
Any help greatly appreciated.

My 77 had the similar pulley. Loosen the three bolts ant tap the front pulley half as needed to loosen/tighten the belt. The pulley narrows/widens as the front half is turned.
