tea20 no brakes

I recently got a tea 20 that had been all restored at a vocational school and left sitting for about ten years. got it home and with very little investment she works great. I broke the brake rod witch runs from the pedal to the rear brake. I welded a piece back in place to bring rod back to original lenght but know I cant stop. shoes are new adjustement is good and drum are in good shape. I tried adjusting rod but didnt make a diff. the only thing thats different is the rod, brakes would drag the tires before. thanks
