Model A pedestal dust excluder

I'm working on a 44 A I was In my parts manual today to make sure I had everything put together the right way before I put the wheels on. Noticed part number A1421R called a dust excluder. Can someone explain what they look like and how they go on. I'm looking at my spindle and pretty sure mine are both missing

Just a half moon piece that is welded to the spindle. Parts book shows it very plain.
