Hayliner 65 baler slip clutch adjustment

I recently took my clutch apart on my new holland hayliner 65 compact baler to replace the pins and clean up some wear on the slip clutch. I have it all back together. But I'm not sure the proper torque spec for the bolts with springs. If someone know what the slip rate is supposed to be I can go off that too.
 
Pretty much all NH balers of that era indicated the springs should be tightened until they're 1 1/4" long, and when set correct the clutch should slip at about 200 ft lbs of torque.
