Ford 2000 3 cyl frozen throttle

My throttle became frozen. After some searching, found that it is frozen at the intermediate linkage that is attached to the manifold. There is the lever/rod from the steering wheel which goes down by the starter, then in linked to another segment which goes horizontal to this intermediate linkage lever mounted on the manifold with counter springs. From there another horizontal rod goes to the governor linkage. It is this springed lever which seems frozen form some reason. I cannot easily get it off as it seems to have a nut on the other side making it almost impossible to remove. Does this spring lever have a bushing on it? and what is the easiest way to get this off. Do I have to remove the starter and fuel lines?
